PFT: Peyton's arm strength remains a question

Plaxico BurressAP

Training camps are open and free agent receiver Plaxico Burress remains unsigned, and Burress is baffled by that.

Burress told ESPN?s Adam Schefter that he expected to have contract offers as soon as free agency started, and he assumed that in late July he?d be in camp with some NFL team.

?No doubt about it,? Burress said. ?With some of the things I was able to do after being away for two years, I pretty much thought it spoke for itself. But I guess obviously not.?

Burress caught 45 passes for 612 yards and eight touchdowns last season, and he said he?s in much better shape now than he was a year ago. And yet no team seems to have any particular interest in adding Burress to its roster. That may be a result of concerns that Burress is more trouble than he?s worth in a locker room, but Burress said any perception that he?s not a good teammate is false.

?For anybody to say I was a problem in the locker room or anything like that is totally a lie,? Burress said. ?All I did was come out, was a great teammate, tried to play the best football that I could play.?

Age is surely a factor in teams turning away from Burress. He?ll turn 35 in two weeks and isn?t as fast as he was when he was younger. In fact, Burress was already showing signs of slowing down even before he accidentally shot himself in the leg in 2008, ending his tenure with the Giants and landing him in prison for two years: Burress?s average yards per catch had declined for four consecutive seasons prior to his prison sentence.

But Burress says he doesn?t know why he?s not getting a chance.

?Some things you don?t have an answer to, but to me it?s just a matter of keep working hard, keep training, and keep building myself up to get back to the player I know I can be,? Burress said.

Burress may know he can be a productive NFL wide receiver, but 32 NFL general managers remain unconvinced.

ZTE Flash LTE Android smartphone headed to Sprint, leak says

After we have recently seen the ZTE Grand X get official, it looks like the Chinese handset maker has another smarpthone with more than decent specs ready for Android fans, the ZTE Flash.

The Flash is apparently heading to Sprint in the U.S., at least according to the following leaked image that was picked by by Talk Android.

The device should be launched on October 14, if the date in the specs sheet is correct, and will offer the following specs and features:

 • Size: 5.29 x 2.59 x 0.38
 • 4.5-inch HD IPS display with 1280 x 720 resolution
 • Gorilla Glass
 • 1.5GHz dual-core processor
 • 1GB of RAM
 • 8GB memory
 • 12.6-megapixel rear camera with auto focus and LED flash
 • 1-megapixel front-facing camera
 • LTE support
 • NFC support
 • Bluetooth 4.0
 • microSD support
 • 1780mAh battery
 • Android 4.0 Ice Cream Sandwich

While these specs and features make the Flash an interesting mid-range device, we can?t be excited about a handset that?s coming out in two months from now with ICS on board, especially since there?s no mention of Jelly Bean upgradeability at this point.

There?s no price for the ZTE Flash either, but we expect the handset to sport be an affordable handset, especially if purchased with a new contract.?We?ll be waiting for Sprint to officially announce the device, at which point we?ll be able to share more details with you about the handset.

VIDEO Team GB 3-1 UAE: Highlights; Great Britain Win to Put Their Olympic Challenge Back On Track [Men's Football]

Great Britain kick-started their Olympic campaign with a 3-1 victory over the United Arab Emirates at Wembley.

Performing with much more fluidity than was displayed in an opening draw with Senegal, GB finally put away an impressive UAE side, who had equalized Ryan Giggs' strike with a goal from Rashed Eisa on the hour-mark. But whereas GB had failed to capitalize after a similarly early lead against Senegal, this time they recovered with two goals in quick-succession from substitutes Scott Sinclair and Daniel Sturridge to come out on top of an engaging contest.

GB coach Stuart Pearce made key changes to his lineup and formation, which paid immediate dividends. With Tom Cleverley coming into a three-man midfield, both he and captain Ryan Giggs were allowed time on the ball to get forward and cause real problems time and again to the UAE defense. Moving Craig Bellamy out wide also proved a wise choice as the Welshman tormented the right side of the UAE defense for much of the encounter.

There was no surprise that Cleverley and Bellamy played a major part in the opening goal. The young Manchester United midfielder laid the ball out wide to his experienced Welsh colleague who curled the ball into the far post where Giggs arrived to head the ball down and into the net.

Things could have gotten even better for GB as they came agonizingly close to extending their lead just before the break. Bellamy again caused problems running down the left before cutting it back to the on-rushing Cleverley, who struck a left-footed shot across goal that had Ali Khaseif beaten but struck the inside of the post before bouncing across the line and coming out off the woodwork on the other side.

Follow us

While GB had looked good going forward in the first 45 minutes, the UAE also showed more than enough to suggest that the game was far from over. And so it proved.

There was an early warning of the UAE's increased impetus in the second half as Ahmed Khalil blasted an effort from the edge of the area that struck the outside of Jack Butland's post.

Just seven minutes later, GB would not be so fortunate. Omar Abdulrahmen played a fine pass inside from the right and Eisa took the ball perfectly into his stride and burst through the GB defense before coolly finishing low past Butland.

There were more nervous moments to follow as the UAE threatened on more than once occasion to take the lead.

But Great Britain survived and Pearce's substitutions reaped him major awards.

Sinclair scored with his first touch after Bellamy, switched to the right side, teased his marker and whipped in an ideal ball across the six-yard box that Khaseif could only push onto the Swansea man at the far post to slot home.

Another GB substitute, Sturridge had played a major part in the goal by drawing the attention of Khaseif as he threatened to get onto the cross at the near post. The Chelsea man would claim all the glory himself just three minutes later.

Cleverley intercepted a ball in the opposition half and immediately set Sturridge away, who showed fabulous technique to produce a sublime left-footed chip the ball over the stoic Khaseif.

The damage had been done to UAE and what could have been another disappointing draw turned into a well-earned and potentially crucial victory. The three points putting GB level with Senegal at the top of Group A but still with plenty of work to do in their final match against a much-fancied, but under-performing Uruguay.

Wit and Wisdom of an Engineer: Field Force Data Visualization ...

Additional information relating to the previous blog - -

EPRI
3412 Hillview Ave.
Palo Alto, CA, 94304
USA

Press release date: June 14, 2012

Background Utilities struggle with inaccurate data, lack of standards and vendor "lock-in," which can prevent the cost effective use of their technology investment. Data exists in disparate systems, inaccessible to both the operations center and field personnel. Mobile computer power is wasted displaying out-of-date or irrelevant data. Often, data is not used because it is not available in the vendor specific software that is loaded on the mobile computing device. In short, the investment made in IT by utilities has yet to reach its full potential.

As utilities begin to integrate systems that previously operated with little or no data interconnection, it becomes easier to link together related data. Creating access to that data in a visual way could be of significant benefit to utilities. A standards based IT architecture is needed for the visualization of data and the use of visual data in the decision making process. This can result in the creation of powerful diagnostic and management tools that can utilize interconnected data and make it accessible to utility professionals to better understand the network and the context of any unexpected behavior.

Industry Opportunity Emerging technologies in the mobile computing field could be used to create a mobile integrated data access platform. One such emerging technology that exists in other industries is augmented reality. Augmented reality is believed to have been coined in 1990 by Thomas Caudell, who worked at Boeing, and is a combination of computer generated elements such as geospatial data, sensory input, video and other graphics that are overlaid on a direct or indirect view of a physical, real-world environment. The reality that is displayed to the user by a device has additional context aware information added (or augmented) to it. Augmenting reality is a way to enhance the user's current perception of reality. A familiar example of augmented reality is superimposing the line of scrimmage and the 10 yard line-to-gain colored lines that are now commonly displayed during televised football games in the United States.

Developing New Technology The Electric Power Research Institute (EPRI) is developing data visualization technology for the utility engineering and operations professionals. Using tablet and smart phone technologies, real-time data from the internal magnetometer and 3-axis gyroscopic are combined to stabilize and provide a more accurate "compass" when a user points the mobile device at distribution pole or at transmission and distribution conductors. Global Positioning System (GPS) and Common Information Model (CIM) messages serve to locate and retrieve segmented GIS data from a utility GIS database and the device renders the GIS data segments on screen as a map information overlay from the camera image. An example of this would be seeing a pole structure symbol through the camera while the screen displays the camera image with the one line circuit drawing overlaid.

This data serves as an overlay on live camera images that incorporates the data from multiple sources and wraps the information into a picture of real images and enhanced data overlays. This augmented live camera data can serve to present data overlays such as the maintenance history of a power line device, fault location data, asset ID information, and outage management information in a concise form at the specific location. Data can be hidden or displayed on screen as needed. The rendered information links to other systems in the utility back office such as the outage management system (OMS), work management system, asset management system, document management system and other systems and databases. By utilizing the touch screen capabilities of the tablet platform, actions may be performed that link the user in the field to the capabilities in the back office via further CIM messaging.

Illustrating How This Technology Can Be Applied To illustrate how this can work, consider an engineer or technician working in the field that has been assigned to assess the condition and performance of distribution assests in a specific neighborhood. Upon arriving at a location, the GIS and magnetometer (compass) built into a tablet would identify the location and by holding up the tablet, would allow them to see in real-time a video of the area with data overlays on the view and a single line diagram and on the map. Using this interface this person could navigate through all the data for a transformer or switching device, identify its location in the GIS and a single-line; be shown the down-stream circuit on a map, query into its asset history, maintenance history, manufacturer information and catalogue. They could also query as to the state of a switch, execute a switching order, display maintenance procedures, identify premises with outages, automatically tag devices, create work orders, etc. This could all be possible with a properly integrated data environment and accurate GIS data.

The mobile device would use its computational power to render segments of the GIS data base much the same way as games do today. These segments of the GIS database can be sent wirelessly or held in local mobile device memory for image rendering. High speed wireless data coupled with CIM commands allow a variety of database information to be interfaced for a fast, seamless visualization of the data on the mobile device. Evolving technology advances already allow higher wireless data transmission speeds for communication to mobile devices. These technologies, coupled with the rapid development of mobile device capabilities will largely overcome the obstacles that have plagued mobile computing in the past: inferior performances (CPU, memory), connectivity (latency, bandwidth, reliability) and usability (small screen, uncomfortable input controls).

As a first step in bringing this technology to reality in utility environments, EPRI is developing a field force data visualization tool on an iOS based device (such as an iPad or iPhone) which utilizes the Common Information Model (CIM) for messaging. The advantages of such a platform include: ? Cost - this platform can be considerably cheaper than a tough-book style laptop. ? Simplicity - upgrades to iOS devices are simple and can be done in the field. ? Communication - iOS devices typically switch from Wi-Fi to cellular communications and back without issue. ? Cloud data and computing capabilities - large amounts of data could be securely transferred directly between devices even over large geographic distances.

Potential for the Industry The impact of this technology on utility field operations could be significant. The cost of automating field operations could be greatly reduced because even when ruggedized, the tablet platform would still be substantially less costly than traditional ruggedized laptops. Operational costs could be reduced because the application on the tablet would replace a number of seat licenses for the individual applications that are currently needed. Finally, operational efficiencies could be increased as work such as maintenance, switching, design, storm damage and outage restoration workflows would be performed from a common platform that would link the correct data with the correct systems.

Plastic Surgery Can Help Improve the Way You Feel

With everyone placing so much importance on looking attractive, sexy and better than the next person, it can make being yourself and comfortable with the looks you were born with very hard to do. Think about it, who wants to go around feeling inadequate, unhappy and with low self-esteem since they are not secure in their appearance. Thanks to plastic surgery, there is no need to spend the rest of your life feeling ashamed of any part of your body. You can change any part of your body and look like a celebrity in your own right. You don?t have to become a brand new person; by altering your appearance you can simply take on a new personality that shows just how confident and secure you feel about your new looks.

Plastic surgery is not new; it has been around for several decades. In the earliest of times, there were crude forms of skin repairs and transformations. Although the methods and materials have evolved to make it a much safer field, the goal remains the same. Now that technology has also made plastic surgery much easier to perform and it requires a lot less time with fewer risks, anyone who is interested can have a procedure or two to change their looks until they are satisfied.

There are so many different products available that are all designed to give people more confidence and pride in their appearance. Once people felt like they were at a bug disadvantage because they didn?t have the same designer duds the next person had; everyone was so focused on looking like someone else. Now everyone seems focused on looking gorgeous and attractive without looking like the next person. When you add in the different clothes, styles and other products that are available to help anyone develop an exclusive look that is symbolic of their personality, it is very easy to see why plastic surgery has remained so popular throughout the years.

You don?t have to feel trapped in a body that does not fit your personality or lifestyle. If diet and exercise can?t help you meet your goals, then you can always turn to the marvels of medical science and get the body you want and deserve. When you decide to get an operation to fix your nose or make your breasts bigger, it is a decision that you should make for yourself and no one else. At the end of the day, you are the one who goes under knife, has to endure the procedure and recover. It is your body that you are having altered, so you need to make sure that you are pleasing yourself first and don?t let anyone else convince you to do something that you were not originally considering.

If you have been thinking about getting surgery to improve your appearance, you should consult with a surgeon that is board certified and highly experienced. They can provide you with information about any plastic surgery procedure and answer any questions you may have and give you other things to consider before you make your decision.

Autopsy: Arsonist killed self in court with cyanide

Michael Marin could be seen putting something in his mouth after he was found guilty in an Arizona courtroom, NBC's Thomas Roberts reported for TODAY earlier this month.

By M. Alex Johnson, NBC News

An autopsy report confirmed Friday that Michael Marin, the former Wall Street trader who collapsed and died in court minutes after he was convicted of arson last month, committed suicide by taking cyanide.

M. Alex Johnson is a reporter for NBC News. Follow him on Twitter and Facebook.

Authorities immediately suspected that Marin, 53, killed himself June 28 in Maricopa County Superior Court in Phoenix by swallowing a homemade cyanide pill.

Marin had just been convicted of burning down his mansion in 2009 when he went into convulsions at the defendant's table. He was declared dead at the scene.

?

The autopsy confirmed that Marin died of cyanide poisoning, The Associated Press reported.

Marin was often described as a larger-than-life figure. He made a fortune on Wall Street, flew his own planes, held a law degree from Yale University and climbed Mount Everest.

But he had retired from finance several years ago and?was no longer able to keep up with?his $17,250-a-month mortgage payments, prosecutors said. So he burned down his home, on which he owed?$2.3 million, and made headlines by escaping from a second-floor window in scuba gear.

Stay informed with the latest headlines; sign up for our newsletter

After Marin's death, police?found a canister of cyanide in his?car, along with a note to his son saying his will was up to date and in place.

James Dearing, medical director at John C. Lincoln Medical Centers in Phoenix, said cyanide poisoning was an especially unpleasant but highly effective way to kill oneself.

"It's a very fast-acting chemical that comes in gas or crystal form," Dearing told NBC station KPNX of Phoenix. "What this chemical does is it prevents oxygen from leaving the blood and going into the cells, so the cells will die."

Blood sisters | Cancer Kick

It was 10 years ago that 2-year-old Caroline Watters of Queens was diagnosed with leukemia and got a lifesaving bone-marrow transplant from her 4-year-old sister ? and they marked the anniversary in May by trying to help others.

Their parents threw a party to celebrate the fact that Caroline, now 12, has been cancer-free for a decade. She and her sister, Lisette, now 14, urged guests not to bring gifts.

Instead, ?we asked them to donate money to The Leukemia Lymphoma Society so one day they?ll raise enough funds to find a cure for leukemia, lymphoma or any kind of cancer,? Caroline said.

Caroline, who plans to be a cheesemaker and a vet, and Lisette, who hopes for a career in the fashion business, won a 2011 New York Post Liberty Medal in the Young Heart category for telling their inspiring story once or twice a month to help raise awareness and funds for blood-cancer research.

Lisette ?rejoices? at her sister?s 10 years of good health and said, ?I want other people to have that same joy that we have.?

Merck quarterly earnings beat forecasts

(Reuters) - Merck & Co Inc reported better-than-expected quarterly earnings despite the negative impact of the stronger dollar, with solid sales growth from its vaccines and treatments for diabetes and HIV.

The No. 2 U.S. drugmaker said on Friday it earned $1.79 billion, or 58 cents per share, in the second quarter. That compared with $2.02 billion, or 65 cents per share, in the year-earlier period.

Excluding special items, the company earned $1.05 per share. Analysts, on average, expected $1.01 per share.

Company sales rose 1 percent to $12.31 billion, topping estimates of $12.15 billion. Sales would have risen 5 percent if not for the stronger dollar, which lowers the value of sales in overseas markets.

Despite the negative impact of foreign exchange, Merck reaffirmed it expects earnings of $3.75 to $3.85 per share for the full year, excluding special items. That compares with last year's profit of $3.77 per share.

Merck is girding for the U.S. patent expiration next month on its biggest product, asthma drug Singulair, which will open the flood gates to cheaper generics and hurt results for the rest of the year.

Singulair sales rose 6 percent in the second quarter to $1.43 billion.

Drought bill may carry mammoth farm bill into law

WASHINGTON (Reuters) - A comparatively low-priced disaster bill for livestock producers hit by the worst drought since 1956 may be the ticket to passage for a $500 billion farm bill now in limbo in Congress.

Republican leaders in the House of Representatives scheduled a potential vote for next week on disaster relief. Farm and environmental lobbyists said the vote could create a path to enacting the farm bill although there was no agreement among House Republicans on the scope of the legislation.

Two-thirds of the continental United States was under moderate to exceptional drought with 40 percent of U.S. counties declared agricultural disaster areas. While crop insurance will aid many growers, livestock producers with drought-stunted pastures face skyrocketing feed prices.

The Obama administration has opened environmentally fragile land, normally off-limits, for haying and grazing to provide an emergency supply of forage but can do little else. Programs that allowed the Agriculture Department to share the cost of livestock feed or to help fruit, vegetable and tree farmers expired at the end of 2011.

"I do believe the House will address the livestock disaster program that unfortunately in the last farm bill was only authorized for four years," said Speaker John Boehner, the top House official. He said Republican leaders were working with the Agriculture Committee "on an appropriate path forward."

Republican leaders are sitting on a five-year House farm bill that faces so much opposition that it could be defeated if put to a vote. Some Republicans say it needs more reform and more spending cuts. Democrats oppose the bill's $16 billion in cuts in food stamps for the poor. The bill would save $33 billion over 10 years but boosts crop support prices.

While a stand-alone disaster bill was possible, some farm lobbyists said disaster aid could be wrapped into a one-year extension of the 2008 farm law, which expires on September 30.

In either case, it could open the door for a House-Senate compromise on farm subsidy reform and enactment of a long-term bill this year, said lobbyists.

Senate Agriculture Committee chairwoman Debbie Stabenow said she was willing to make a legislative sprint to complete a farm bill in the coming weeks. The Senate has passed a bill to cut spending by $23 billion and replace almost all traditional farm subsidies with a new approach that protects farmer revenue against poor yields and low prices.

"If the House intends to send us a bill that will be used to negotiate the farm bill during August, I am open to that approach," said Stabenow. She said a short-term extension of current law is a bad idea that would wipe out farm reform.

House Republican leaders would have to agree for that approach to work, said Dale Moore of the 6 million-member American Farm Bureau Federation, which seeks a five-year farm bill.

House Majority Leader Eric Cantor said a vote was possible next week on "programs related to disaster assistance under the expiring farm bill legislation." He declined to say when the House would vote on the overall farm bill.

Disaster aid could cost from $300 million to a couple of billion dollars, depending on the terms of assistance and if it will cover crop losses, too. The House farm bill, for example, would pay farmers up to $125,000 in aid.

Steny Hoyer, the assistant Democratic leader in the House, said Republicans would defer action on a full-length farm bill because they "could not get their act together."

A short-term extension was a distasteful possibility for some activists. Lawmakers resorted to six extensions of farm law until they completed the 2008 law, a year later than planned.

"I think it's going to be an extension bill with disaster relief as a fig leaf to move it forward," said Ferd Hoefner of the National Sustainable Agriculture Coalition, a small-farm advocacy group.

The Environmental Working Group said a one-year extension of current law would postpone "long over-due reform of crop insurance subsidies." After explosive growth, the federally subsidized crop insurance program costs nearly twice as much as the $5 billion a year "direct payment" subsidy that is a prime target of reformers.

While the drought focuses attention on farmers, "the connection is slim" between disaster aid and a broad-scale farm bill, said Pat Westhoff, at a University of Missouri think tank.

Written every few years, farm bills set terms for crop subsidies, food stamps, agricultural research, farm exports, food aid, biofuel development and rural economic programs.

New Life for Nantucket's Oldest Resort - Carry On | Travel + Leisure

07.25.12

>Nantucket Hotel exterior

Until recently, every visitor who?s driven or walked past the historic Nantucket Hotel in the past four years?including me?has voiced some version of the same remark: ?What a shame.? Long a point of pride on the island?it had opened with great fanfare in 1891, enticing tourists with its croquet lawns, ballroom and orchestra, and invitations to try the novel pleasures of ?sea bathing??the resort had fallen on hard times. After a developer who?d bought the property in 2005 went bankrupt trying to turn it into a luxury condo club, the graceful wood-shingled manse was shuttered, its stately front staircase boarded up, its sweeping veranda a sad reminder of more prosperous times.

This summer, at last, glory days seem to have returned to the vaunted old property. In fact, thanks to the careful attention of new owners?who gave the hotel a stem-to-stern overhaul in time for Fourth of July weekend?the newly christened Nantucket Hotel & Resort seems poised to enter its most vibrant period yet.

>Nantucket Hotel nook

Mark and Gwenn Snider, the couple responsible for the property?s rebirth, were already established Cape Cod island hoteliers before they purchased the resort. Their first enterprise, the Winnetu Oceanside Resort on Martha?s Vineyard, quickly became a favorite family beachside resort when it opened in 2002. Since then, the Sniders had dreamed of creating a sister property on Nantucket?one that would echo the Winnetu?s casually genteel vibe. Nantucket, they reasoned, had plenty of quaint B&Bs and upscale boutique hotels, but very few options in between; they envisioned a place where parents could enjoy a day of sandy, barefoot fun with their kids, then retire for a sophisticated meal and bottle of wine.

Though they first bid on the Nantucket resort in 2010, the Sniders weren?t awarded ownership until January of this year. By the time they?d secured the necessary permits to start work on the property, the Sniders had exactly 184 days to get the hotel gut-renovated, redecorated, and staffed by June 29 (their self- and ordinance-imposed deadline). No one?not even the contractors they hired?believed it could be done. But with dedication and hard work they pulled it off, and on the 29th threw open the doors for a public reception. More than 700 local residents and business owners showed up that evening, Mark Snider says, to see the resort?s new incarnation up close.

?I think everyone there that night felt proud,? Snider remembers, ?and not just those of us who?d rebuilt it. It was like the hotel belonged to the whole island.?

>Nantucket Hotel suite

A visit I made to the resort last week revealed that, amazingly, despite the whirlwind renovation, nothing about the property?s redesign feels hurried. The 30 guestrooms and suites?all crisply upholstered in nautical blue-and-white textiles, with airy glass-cube showers, gleaming kitchenettes, and cleverly hidden Murphy beds for extra guests?have the sort of understated elegance that can take years to get right (even the books lining the shelves of my suite were a perfectly curated mix of Tom Wolfe, Balzac, and guides to Nantucket birdlife). The hallways and common areas are lined with graceful black-and-white photos showing the island?s history, and punctuated with window seats for admiring views over the town?s church spires. Parked out front is a vintage 1934 Ford bus, which Mark Snider had refurbished to shuttle guests to and from local beaches. Even the food and cocktail menus at the poolside restaurant, Breeze, seem studiously cultivated (I was equally wowed by a bowl of plump local mussels in sparkling wine broth and a neon-bright prickly-pear margarita).

>Nantucket Hotel cocktail

The Sniders are far from finished, however. They have big plans to expand the resort in the coming months?including completion of a spectacular new freestanding ballroom (far larger than the hotel?s original, and suitable for weddings). By next summer, the property will include a rooftop cocktail bar, a 4,400-square-foot spa and fitness center, and three private cottages where guests can bring their pets.

Just as ambitious, though, are the Sniders? aims to extend the scope of what a Nantucket hotel can be. This summer, in an attempt to bridge the age-old divide between Nantucketers and Vineyarders, they?ve begun offering ?Two Island Vacation? packages that let travelers stay a few days in each of their resorts, with ferry travel in between. There?s also their plan to build interest in Nantucket as a year-round destination?by being the only hotel on the island to stay open through the winter.

>Nantucket Hotel taxi

?Can?t you imagine a big New Year?s party here?? the hotel?s General Manager, Jamie Holmes, asked me, sweeping his arm around the hotel lobby. ?Wouldn?t that be fantastic??

It would, actually. I can?t think of a better place to ring in the new.

Russian fisherman finds 248 fetuses in forest

By NBC News services

A Russian fisherman made a gruesome discovery Sunday when he stumbled upon four barrels of human fetuses in a forest in the Ural Mountains, police said Tuesday.

The fetuses were found several miles away from a highway linking the region's capital, Yekaterinburg, with another big city, Nizhny Tagil. Officials believe that they may have come from four local hospitals and have started an investigation.

"It seems the company responsible for disposal of the bio-medical waste did not carry out its duties," the deputy head of the regional government, Vladimir Vlasov, said on state television.

Police said the 248 fetuses were preserved in formaldehyde. Photographs from the site showed fetuses with tags scrawled with numbers and inscriptions that Russian media said were family names. The fetuses have since been placed in a local morgue.

Resident Sergei Tvritinov told state television that his friend spotted the barrels while fishing. ?

?He ran into some water canisters and wanted to take them home, but when he came closer he saw little baby bodies," Tveritinov said.

The Health Ministry said it had ordered a check of local hospitals to prevent such incidents occurring again.

"The rude violation of medical ethics causes indignation," the ministry said in a statement. "It's inadmissible from both the moral and legal viewpoint."

The Russian Orthodox Church used the incident to emphasize its opposition to abortions.

The Associated Press and Reuters contributed to this report.

Obama: Republicans Have 'Tipped a Little Bit Over Their Skis' With Attacks

PORTLAND, Ore. - President Obama went on the defensive today over his understanding of small business owners, saying Republicans "may have tipped a little bit over their skis" in their attempts to use his words against him.

"Earlier today Gov. Romney was at it again. He's been twisting my words around to suggest I don't value small business," Obama said of the presumptive GOP presidential nominee at a campaign fundraiser inside the Portland Convention Center, the second time in as many days he has hit back at the Republican attacks.

"In politics you have to endure certain amount of spin. Everybody does it; I understand it. Those are the games that are played in campaigns," he said. "Although I have to say, when people omit entire sentences from a speech and they start splicing and dicing, they may have tipped a little bit over their skis."

The president was referring to a new Romney TV ad and statements by the candidate and his surrogates that have taken out of context a line from one of Obama's speeches.

Republicans say Obama denigrated the success of small business owners on July 13 when he said, "If you've got a business, you didn't build that."

As their attacks have grown in volume, the president's campaign has begun to more aggressively and defensively point out that the "that" to which Obama was referring was the American infrastructure system.

"If you were successful, somebody along the line gave you some help. There was a great teacher somewhere in your life. Somebody helped to create this unbelievable American system that we have that allowed you to thrive. Somebody invested in roads and bridges. If you've got a business. you didn't build that. Somebody else made that happen. The Internet didn't get invented on its own. Government research created the Internet so that all the companies could make money off the Internet," Obama said in Roanoke, Va.

Romney and his campaign insist even the spirit of what Obama said shows a fundamental misunderstanding of the economy.

"President Obama said that business owners 'didn't build' their companies, and he meant it," Romney campaign spokesman Ryan Williams said in a statement to ABC News. "People across this country agree that government isn't responsible for building our nation's businesses. It's just the latest detached remark from an out of touch president who has consistently made life more difficult for job creators and middle-class workers."

The president's rebuttal to Romney on the issue of small businesses for a second straight day suggests heightened concern among Democrats that negative Republican portrayals of Obama might be taking hold.

"I believe with all my heart that it's the drive and ingenuity of Americans who start businesses that lead to their success," Obama said, testifying to his support for small business owners before a friendly crowd. "I believe in the ability for someone who's willing to work hard and turn idea into a profitable business, that's what makes us such a robust economy."

And as he did in a new campaign TV ad released earlier today, the president also tried to clarify his view on the role of government investment in public services and infrastructure as part of a plan to help businesses succeed.

"The idea that what it takes to give our people and businesses best possible chance at success involves individual initiative," he said, "But also us as a nation working together to create a platform for success.

"Mr. Romney disagrees with this, and he's entitled to his opinion. But the approach that he's talking about is not going to help small businesses and it's not going to create more markets for large businesses. He is wrong," Obama said. "We did not build this country on our own, we built it together. And if Mr. Romney doesn't understand that then he doesn't understand what it takes to grow this economy in the 21st century."

Olympic security plan transforms London into fortress

Jim Seida / NBC News

Metropolitan Police officers guard one of the entrances to London's Olympic Park on Monday. (Jim Seida / NBC News)

By Alastair Jamieson and Michele Neubert, NBC News

Updated at 9:09 a.m. ET: LONDON -- The biggest peacetime security operation in Britain?s history is under way ? an $877-million civilian and military plan to protect athletes and visitors from?threats ranging from?suicide bombers to?organized criminals. But it has also turned some London streets into military zones and Olympic venues into fortresses.

A simple glance at the main Olympic Park in East London confirms this will be the most security-conscious Games in history: More than 11 miles of razor-wire-topped electric fencing separates the site from its surroundings, every entrance is guarded by soldiers and the surrounding streets and shopping malls are patrolled by police carrying 9mm semi-automatic weapons ? an unusual sight in Britain, where armed patrols are normally found only at airports.

On the busiest days, 12,500 police officers will be on duty while 12,200 soldiers will carry out the venue security searches assisted by at least 7,000 contracted civilian security workers. A further 5,500 troops will be involved in military operations outside the site.

London's Metropolitan Police force is providing security for the Olympics on the ground, in the water, and in the air. NBC's Stephanie Gosk gets a firsthand demonstration of some of the new technology that will be implemented during the Games.

?I think the British have prepared extremely well and in my judgment this is as secure an Olympics preparation as I have ever seen,? said NBC counter-terrorism expert?Michael Leiter.

Going for gold: British workers cash in on Olympics with strike threats

Every vehicle entering the site is scanned and searched, inside and out, by military teams in ?sterile? zones away from key buildings. The maximum-security athletes? village is ringed by even more metal fences. It?s enough to prompt some to compare the?Olympic Park to a prison.

But it?s the less obvious measures that have brought the greatest controversy to the Games. At least 1,850 closed-circuit television (CCTV) cameras feed pictures back across London to the joint police and government control center (NOCC) at New Scotland Yard, the headquarters of the city?s Metropolitan Police, according to a data access request by civil liberties campaign group, Big Brother Watch. (Olympic organizers refused to say on Tuesday how many cameras are in use.)

London mayor Boris Johnson speaks with TODAY's Matt Lauer about how prepared the city is to host the Olympic games, and promises he won't violate the "no politicians rule" and try to carry the Olympic torch.

The extent of the surveillance might surprise visitors from the United States, but is a common feature of life in Britain - the world?s biggest user of such technology with 4.2 million CCTV cameras in use by public agencies alone.?

As well as being fed through facial-recognition and license-place recognition software, images will be available to hundreds of CIA, FBI and TSA officials flying into Britain for the Games, as well as to officers from Interpol.

At least 1,850 security cameras keep watch on the Olympic Park.

Striking a balance between public protection and personal freedoms is increasingly difficult for authorities.

??Of course the Olympics need to be secure but there is a danger of losing sight of all proportion,? Nick Pickles, director of Big Brother Watch, told NBCNews.com. "It would be a sad indictment of modern Britain if the lasting legacy of the Games is an unwarranted security and surveillance infrastructure.?

Drones
However, Chris Allison, assistant commissioner of the Metropolitan Police, on Tuesday insisted his force would be using ?a light touch? in policing the Games ? a promise borne out by armed officers posing for tourist pictures. (Officers have also been told not to run in response to emergency calls, to prevent panic among crowds.)

The most contentious measure is the installation of six temporary high-velocity ground-to-air missile sites around East London, including two atop residential apartment blocks in Bow and Waltham Forest. Residents of the latter building lost a legal bid to have the weaponry moved.

From Wimbledon to Wembley Stadium to The Dome, a look at the venues for the 2012 London Olympic Games.

Unmanned drones ? smaller, unarmed versions of those used by the U.S. to target Islamist militants in Pakistan and Afghanistan - will float above the venues, monitored by U.K. military commanders.

Helicopter-mounted cameras capable of identifying the color of a suspect's shoelaces on the ground from almost a mile away will also be utilized. The devices feature powerful zoom?functions which?can even allow airborne officers to see the color of a suspect's eyes on the ground.

Helicopters used by the Air Support Unit of London's Metropolitan Police will be keeping a close watch on potential security threats during this summer's Queen Elizabeth II's Diamond Jubilee celebrations and the Olympic Games.

For the first time since World War II, Britain?s Ministry of Defence has taken charge of London airspace, working alongside civilian air traffic controllers in Swanick, near Southampton, to ensure only aircraft with pre-approved flight plans are in the busy skies surrounding the capital?s key airports.

For the duration of the games, all airspace around the city is either restricted to pre-authorized private or commercial flight ? or prohibited altogether.

33 Team USA athletes to watch in London

Four Royal Air Force Typhoon fighter jets on standby are prepared to intercept aircraft flouting the restrictions and use "lethal force" if necessary. Paul Haskins, general manager of London Terminal Control at air traffic control agency, NATS, told NBC News: ?If an aircraft has not spoken to an air traffic controller for a long time and its coming a concern to ourselves and the military, various different methods will be used to communicate with that aircraft but if all those fail than an intercept will be provided by the military to ascertain exactly what is going on, on that flight.?

Following the admission by a security firm that it will not be able to provide enough manpower to secure the Olympic Games, military personnel are now gearing up to fill the open positions. NBC News terrorism analyst Roger Cressey weighs in on how this will impact security with less than two weeks to go before the Games.

Britain's biggest warship, HMS Ocean, is also stationed on the River Thames, while Royal Fleet Auxiliary vessel Mounts Bay will be stationed near Weymouth, Dorset, where Olympic sailing events are taking place. Six helicopters - three Royal Navy Sea Kings and three RAF Pumas ? complete the armory.

Despite the firepower, military officials want to downplay their presence. "We want the focus to be on [Jamaican sprinter] Usain Bolt?this summer and not us," Air Vice-Marshal Stuart Atha told reporters in May.

For 1st time, women from every nation ready to rock the Olympics

Security has been a fundamental issue for the London Games, literally from day one: the morning after the U.K. capital was named host city in 2005, a co-ordinated attack on buses and underground trains killed dozens in an atrocity referred to in Britain as 7/7.

East London, which will host the Olympic Games, boasts a colorful history. NBC News' Jim Maceda reports.

Britain was America's closest ally in Afghanistan and Iraq, making it a prime target of Islamist terror groups. And dozens of recent terror plots, including the 2006 plot to blow up nearly a dozen trans-Atlantic airliners, have been hatched within Britain's sizeable Muslim population.?

'Tumultuous world'
Although other Olympics have taken place since 9/11 - Salt Lake City, Athens, Turin, Beijing and Vancouver - London offers a different?breed of security challenge.?

This family's Olympic odyssey includes bikes, a satellite dish -- and reindeer pelts

Many events are taking place at venues as far away as Scotland, creating a further security risk ? that terrorists could avoid locked-down London and choose less high-profile targets instead.

"I'm confident that there is more than adequate security here for these games," Louis Susman, the U.S. ambassador to the U.K., told The Associated Press. "That said, we live in a tumultuous world, whether that be in New York or London."?

Britain?s terror level is currently labeled ?Substantial? - a notch below ?Severe?, which has been the level for much of the past decade. A ?Substantial? threat level indicates an attack is a strong possibility.?

A cadre of bomb-sniffing dogs gets set to sniff out threats at the 2012 London Olympics alongside the tens of thousands of two-legged security personnel preparing to make the city safe for the summer games. Msnbc.com's F. Brinley Bruton reports.

Despite the U.S.-U.K. collaboration, there will still be differences in how the London Olympics is policed. Most of the security personnel will be unarmed - a striking difference to operations in the United States.?

Adding to security issues, leaders from around the world will be in town. The American delegation will be led by first lady Michelle Obama while President Barack Obama focuses on his re-election campaign.?

London Olympics: 8,000-mile torch relay around UK

So far, the biggest wobble came earlier this month when private security contractor, G4S, admitted it would not be able to meet its target to supply the required number of civilian security workers ? mostly because of the time taken to complete vetting checks of employment history and possible criminal backgrounds.

An actor from gangster movie "Lock, Stock and Two Smoking Barrels" is giving walking tours of old underworld haunts in East London, where this month's Olympic Games are being held. NBC's Theresa Cook reports.

That story, first reported by NBC News? Keir Simmons, prompted the government to summon 3,500 troops above the original 7,500 estimate. On Tuesday, the government announced a further 1,200 would be called in to guard against any possible security staff shortfall.? The extra troops, many of them called back from leave after serving in Afghanistan, are being housed in two temporary camps: One in a park near Hainault and another in Tobacco Dock, an empty commercial building in Wapping, near the Tower of London.

However, officials on both sides of the Atlantic remain confident. London's mayor, Boris Johnson, told Matt Lauer on TODAY on Wednesday:??The venues are as safe as we can make them. Politicians can never say the whole thing is 100 percent nailed down."

"The intelligence we?re getting is that the overall risk is being downgraded from severe to substantial, and the London Olympics will be as safe as any games has ever been,? he added.

"I've not heard any American who has said they were concerned about security here," said Susman, the ambassador. "London has made an effort to showcase London for the world and I think it's going to be terrific."

The Associated Press contributed to this report.
